Higgins is wanted on a $5000.00 Pike County Warrant for the offense of Failure to Appear at a Pay or Appear Hearing which evolved from an Unlawful Delivery of a Controlled Substance Charge. Higgins is 29 yrs old, is 5 feet 10 inches tall with brown hair and green eyes. Higgins Last Known address was in Pittsfield Illinois.
